Yuli es la topila (polic\u00eda auxiliar) de San Pablo Begu', una comunidad serrana del norte de Oaxaca, donde los habitantes, de forma rotatoria, asumen las responsabilidades de autogobierno de forma rotatoria y honoraria (comunalidad), junto con sus actividades laborales y personales. Vigilando la entrada del pueblo, detiene un grupo de maquinaria que intenta ingresar a la comunidad para iniciar la construcci\u00f3n de una carretera. Cuando notifica al pueblo, ninguna autoridad est\u00e1 al tanto del proyecto y la comunidad entra en alerta; tendr\u00e1n que decidir si aceptan o no el proyecto de la carretera y sus consecuencias.<\/p>\n
